You seem to very explicitly want the numbers from TIME – since I notice you’ve asked this twice.
Page 134 of TIME Almanac 2009 gives the numbers, but not the figure “percentage of world population”. The numbers in TIME are an abstract from the International Telecommunications Union “Yearbook of Statistics” also available from http://www.itu.int/ITU-D/ict/statistics/ where you have to pay for it. The same statistics are published free, though, here: http://www.internetworldstats.com/stats.htm
