What do you think? should employees be permitted to use Internet access at work for personal use? If so, should it be limited to personal time(lunch and breaks). Should internet use be monitored and should the employees be informed?

This is only my opinion, but if you are using it and it is not hindering your work it should be allowed. If you are using a company bought computer then it should be up to them because you are using their property. Also if the employer monitors the internet, you should absolutely be alerted to this fact. An employer should not be able to observe you if you are on a site like facebook or any site with personal information.
As a rule, absolutely not!
An employee is getting payed for his time at work. Therefore an employee must keep his private life separate from his work!
Work and private life cannot go together!
An employee is hired to perform a job, not update their Facebook and twitter all day long.
Companies are free to set whatever policy they want about Internet access, from none, to limited, to “do whatever”. They can monitor your web use, they can read your email, and you can be fired for misuse of either. That’s the current law on the matter, and that is how it should be. You want to update facebook, or get paid? You decide.
