Author: I am a newbie S/W Engineer and would like to develop an interactive Computer Adaptive Testing Tool as a side project. Could somebody please guide me as to what specific skills would be required for the project? I have worked on HTML and Javascript before. What other skills might be required?

Can I make a suggestion, rather than using buzz words like “interactive Computer Adaptive Testing Tool” perhaps explain what your are trying to do. You may get better hits.
I’ll admit, I’ve been in the business 29 years, been a senior tester and a test manager, fairly well read and have not come across that term as of yet. Not to say it isn’t a real one, just not aquainted with it so I can’t help.

You should consider and answer the following questions:
1. What is the purpose of your tool? Simply saying that it is a Computer Adaptive Testing Tool might not suffice. In the broadest sense, any testing tool may be called a “Computer Adaptive Testing Tool”.
2. Which group of users e.g. testers, managers, end-users would use your tool?
3. What requirements would the tool satisfy?
4. Are there other tools available that are similar in functionality?
5. Would it be an installed application or a web based application?
As you can see from the questions, you would need the skills of requirements gathering/ analysis. Further on, you would need the other skills required in the development life cycle i.e. system design, coding, testing your tool and releasing it.
For coding, you might want to consider programming languages like Ruby, Perl or PHP in addition to HTML/ Javascript.
